Environment omnibus postponed to 10 December: The European Commission postponed the environment omnibus, initially expected on 3 December, to a tentative 10 December after internal negotiations continued late on 2 December.
Commission adopts RESourceEU: On 3 December, Vice-President Stéphane Séjourné presented a new legislative proposal in which the Commission proposes to revise the Critical Raw Materials Regulation as part of the wider RESourceEU plan.
EPR impact assessment for Urban Waste Water Treatment: On 28 November, fourteen Member States submitted a joint Council position paper requesting that the Commission deliver the updated wastewater EPR cost study by the end of 2025 and include conclusions on its impact on medicine availability.
Water Framework Directive will not be amended through the December omnibus: On the 3 December, the Commission’s new RESourceEU plan and the Q&A on the RESourceEU Action Plan confirmed that the Water Framework Directive will not be amended through the December omnibus.
Circular Economy Act scheduled for September 2026: During its meeting on 18 November, the Commission confirmed that it will present the Circular Economy Act in September 2026.
Commission responds to MEP questions on ultra-fast fashion imports: On 28 November, the Commission answered several written questions from MEPs on the rise of ultra-fast fashion e-commerce imports, addressing concerns raised in three parliamentary submissions on consistency of national measures, environmental and social impacts and customs reform (E-003739/2025, E-003840/2025, E-003860/2025).
Commission consults on future climate adaptation plan: On 2 December, the Commission launched a public consultation on its climate resilience and risk management framework, open until 23 February 2026.
Ship recycling update to the European list of approved facilities: On 3 December, the Commission published an initiative to update the list of ship recycling yards authorised to dismantle EU-flagged vessels in line with EU health and environmental standards, feedback is open until 31 December 2025.
RREUSE calls for binding EU reuse targets: On 28 November, RREUSE published a research report highlighting reuse targets already implemented in seven Member States and urged the EU to introduce separate binding reuse targets for high impact EPR streams.
Chemical labelling transition extended to 2028: On 3 December, the so called Stop the Clock Regulation postponing application of updated CLP chemical labelling rules to 2028 was published in the Official Journal.
