From crisis to Council and couture to circularity, it’s been a week. Our joint letter with EuRIC on the plastics recycling crisis made its way onto the agenda of the upcoming Environment Council! Meanwhile, France is declaring a style war on fast fashion.
Recycling crisis: On 28 May, ahead of the June environment council, FEAD published a joint open letter with EuRIC on the crisis taking place in Europe’s plastics recycling sector. The letter urged EU Member States to discuss this critical situation at the upcoming June Environment Council. This letter was taken into account. Indeed, on 10 June, an AOB for the Environment Council featuring this exact point was published.
ENVI Committee – Exchange of views: In May and June, ENVI members held a series of exchanges with members of EU institutions.
On 5 May 2025, ENVI Members held a Structured Dialogue with Commissioner for for Climate Action, Net-Zero and Clean Growth, Wopke Hoekstra, on progress towards key climate objectives and upcoming legislation.
On 13 May 2025, ENVI Members held an exchange of views with Executive Vice-President Stéphane Séjourné, on his responsibilities for industrial strategy, competitiveness and the green transition.
On 4 June, ENVI held its annual exchange of views with Dr Sharon McGuinness, Executive Director of the European Chemicals Agency (ECHA).
Soil Monitoring Law (SML): On 4 June, ENVI Members voted on the provisional agreement reached with the Council on the Soil Monitoring Law. The final vote in plenary is scheduled for 20 October.
List of waste in relation to battery-related waste: On 20 May, the Commission delegated decision on the update of the list of waste in relation to battery-related waste was published in the Official Journal of the EU.
Packaging and Packaging Waste Regulation (PPWR): On 10 June, the seven action cases brought on against the Parliament and the Council in front of the European Court of Justice by Italian (Ecoplastica and ILIP), German (Jokey, Saier and Schütz) French (Dynaplast) and Romanian (Raficon) companies were published in the Official Journal of the EU.
Plastic Treaty – Nice wake up call for an ambitious plastics treaty: On 10 June, Ministers and representatives from the majority of INC members published a document titled ‘The Nice wake up call for an ambitious treaty‘.
Carbon Border Adjustment Mechanism (CBAM) – Russia: On 9 June, the Russian Ministry of Economic Development told TASS (the Russian News Agency) that the refusal of the European Union to participate in consultations with Moscow on the carbon border adjustment mechanism (CBAM) does not prevent continuation of procedures in the World Trade Organization (WTO).
Regulation on detergents and surfactants: On 10 June, the Council and the European Parliament reached a provisional deal on the new rules on the Regulation on detergents and surfactants.
One Substance One Assessment (OSOA): On 12 June, the Council and the European Parliament reached a provisional deal on the OSOA package.
EU 2040 climate target, Nationally Determined Contribution (NDCs) and International credits: On 11 June, more than 130 organisations, associations, academics and companies, published an open letter to the European Commission as well as MEPs letting them know that they are concerned by the option, currently supported by some policymakers, to open the EU 2040 climate target and NDCs to international credits.
European Green Deal Barometer: In June, the Institute for European Environmental Policy published the fifth edition of the European Green Deal Barometer.
Renewable Energy Directive (RED): On 10 June, Eurlectric, WindEurope and SolarPower Europe sent a letter ahead of the Implementation Dialogue between Commissioner Dan Jørgensen and Member States, calling for a focus on implementation of RED III, asking to avoid reopening existing EU laws and to support Member States with guidance, funding, and capacity-building.
National Energy and Climate Plans (NECPs) – CAN Europe report: On 6 June, CAN Europe published a report which analyses and highlight gaps in 16 final NECPs of Member States such as Austria, Denmark, France, Germany, Italy, Spain and more.
State Aid Framework for the Clean Industrial Deal (CISAF) – Eurométaux letter to Commission : On 10 June, the European association Eurométaux published a letter which ‘calls on the European Commission to align the upcoming State Aid Framework for the Clean Industrial Deal (CISAF), due to be published on 25 June, with its declared political goal of “prosperity and competitiveness”‘.
General budget of the EU for the financial year of 2026: The Committee on the Internal Market and Consumer Protection published on 6 June its draft opinion on the General budget of the EU for the financial year of 2026.
Fast fashion law – France: On 10 June, the French Senate backed a new bill designed to regulate low-cost clothing giants. The bill was adopted in 1st reading by the National Assembly on 14 March, 2024.
