sEU later… is the message being sent with the ‘Stop the Clock Directives’. Last week, COREPER approved the Council’s position to ‘stop-the-clock’ on due diligence rules for batteries; basically, to put the the brakes on the timeline. Meanwhile, the Council also adopted its position on the End-of-Life Vehicles (ELV) Regulation.
End-of-life vehicles (ELVs): On 17 June, the Council adopted its position on ELVs. Following this adoption, FEAD released a press release underlining the causes that need to be remedied during trilogues. Read it here.
Clean Industrial Deal: On 19 June, the European Parliament adopted a resolution on the Clean Industrial Deal.
Question for written answer – financial framework to support the circular economy in the EU: On the 6 June, several MEPs from various political groups such as the Greens, the EPP, the Left and S&D, submitted a question for written answer to the Commission on the enabling of a financial framework to support the circular economy in the EU.
Carbon border adjustment mechanism (CBAM): On 19 June, the Council and the Parliament agreed on the changes to the CBAM, which are part of the simplification package.
CBAM Communication on exports: During a 13 June webinar, Martin Becker, deputy head of unit at the European Commission’s taxation and customs arm DG TAXUD stated that the CBAM communication on exports scheduled for the second quarter in the action plan on steel and metals, is still due in June.
Extension of CBAM scope – European Roundtable on Climate Change and Sustainable Transition (ERCST) report: On 12 June, the ERCST published a report on the extension of the CBAM scope.
Report obligations – JURI Study: On 16 June, the think tank Centre for European Policy Studies published a study on reporting obligations for JURI.
Sustainable products: On 12 June, the European Commission opened a public consultation on EU rules containing an obligation to disclose information on the destruction of unsold consumer products. The consultation is open until 10 July.
Omnibus IV – batteries: On 19 June, COREPER approved the Council’s position on the Commission’s proposal to postpone by two years the date of application of due diligence obligations for batteries.
Energy Taxation Directive (ETD): On 212 June, the Council published a Progress Report on the ETD which summarises the proposals made during this semester.
European Commission June Infringement packages: On 18 June, the European Commission published its monthly infringement packages.
Net-Zero Industry Act (NZIA): On 18 June, three acts supplementing NZIA were published in Official Journal of the EU. This includes the implementing act which sets non-price criteria for renewable energy auctions, an implementing decision that ensures the uniform implementation of the selection criteria for projects deemed strategic under the NZIA. An implementing regulation which lists net-zero technologies and their specific components was also published. The three texts will enter into force in twenty days after their publication.
Fit for 2040 – Carbon market watch report: In June, the Oeko-Institut published a report on ‘EU ETS and 2040 EU Climate Target’.
Chemicals Package: The latest tentative agenda for forthcoming Commission meeting dated 16 June states that the Chemicals Package will be presented by the Commission on 2 July.
Presidency progress report on new own resources: In a note dated 13 June, the Polish presidency summarised expert-level discussions on own resources (new revenue sources to feed into the EU’s multiannual financial framework).
IMCO Discussion on Shein: On 25 June, the IMCO Committee will hold an exchange of views on the ongoing investigations against e-commerce platforms, notably e-retailer Shein, for their practices that infringe EU consumer law.
Denmark Presidency: On 16 June, Denmark published its programme for its upcoming Presidency of the Council which will last from 1 July to 31 December.
The next EU long-term budget – EPRS event: On 25 June 2025, Parliament’s two co-rapporteurs on the next Multiannual Financial Framework (MFF), Carla Tavares (S&D, Portugal) and Siegfried Mureșan (EPP, Romania) will participate in a policy roundtable on ‘The next EU long-term budget: Spending challenges and revenue options’.
