Hello from Brussels. Last week was busy with PPWR Trilogues and debates on the mass balance allocation method for recycled content. Rumour has it, the EU Bubble has spent more time discussing these two topics than having cups of coffee, which is definitely saying something!

Waste Shipment Regulation (revision): On 27 February, the European Parliament approved the updated EU procedures for waste shipments. 

PFAS: According to a study published on 27 February by six NGOs, including PAN Europe and Future Generation, the amount of fruits and vegetables that contain ‘eternal pollutants’ has tripled in ten years. 

Chemical Act: On 26 February, during a debate at the plenary, the European Commissioner of Internal Market, Thierry Breton, stated that he is open to the creation of a ‘chemical act’. 

REACH Registration files: On 27 February, ECHA announced that they had checked about 15,000 registration files submitted by chemical manufacturers and importers. 

Polymers of low concerns: In a note, the Organisation for Economic Co-operation and Development (OECD) recommends that the regulatory schemes of individual countries be consulted.

Net-Zero Industry Act (NZIA): The agreement reached in Trilogues was approved by the Parliament ITRE Committee.

Strategic Technologies for Europe Platform (STEP): On 28 February, the European Parliament formally adopted STEP. 

Recycling Plastic Imports: Eastman and Plastic Recyclers Europe commissioned an issue brief on the ‘Potential impacts of recycled PET imports on the system vision for a circular PET/polyester economy in Europe.  

EEA briefing on the circular economy and the waste sector: The European Environment Agency (EEA) published a report on the circular economy and the waste sector on 27 February 2024. 

Ecodesign Sustainable Products Regulation (ESPR): JRC has published on 23 February a preparatory study on textile products to determine the requirements set by the ESPR proposal. 

Protection of the environment through criminal law Directive: On 27 February, the environmental crime Directive was approved by a large majority in the European Parliament. 

Nature restoration law: During a plenary session on 27 February, the legislation was adopted . 

Regulation on Wholesale Energy Market Integrity and Transparency (REMIT): On 29 February, MEPs adopted the revision of the REMIT Regulation by a large majority.  

European Environment Agency briefing on justice in sustainability transitions: On 27 February, the European Environment Agency (EEA) published a briefing titled ‘Delivering justice in sustainability transitions’

Multiannual financial framework 2021-2027 (MFF): On 29 February, the Council adopted three legislative acts on the revision of the EU multiannual financial framework for 2021-2027. 

EFRAG, CEN and CENELEC Memorandum Understanding: On 27 February, EFRAG, CEN and CENELEC announced that they had joined forces to develop a Memorandum of Understanding. 

GreenData4All: The European Commission has debuted an open consultation from 26 February to 25 March on the ‘GreenData4All’ initiative.
