This September, EU environmental policies are moving fast: from shaping a competitive circular economy under new leadership at ENV.B.3, to major climate targets and key negotiations on end-of-life vehicles and chemicals.


European Commission, Unit ENV.B.3: The new head of unit will be Mr. François Wakenhut, who takes over from Mr. Mattia Pellegrini.

End-of-life-vechicles Regulation (ELVR): This autumn, the European Parliament will start negotiating with the Council on rules for vehicle design and recycling of end-of-life vehicles. 

EU’s climate target: The legislative proposal to set the EU’s net greenhouse gas emissions reduction target at 90% by 2040 (compared to 1990) has been a subject of a ‘political debate’ between the environment ministers of the 27 Member States on 18 September. On the same day, Ministers also approved a statement of intent on the EU’s post-2030 nationally determined contribution (NDC). Find here the press release.

Commission defends reporting simplification omnibus criticism: On 9 September, the EU Commission published its reply to the probe moved by the Ombudsman on the method used to prepare the omnibus text presented in February.

PFAS restriction by 2026: On 15 September, the European Chemicals Agency (ECHA) announced that it will publish a public consultation on PFAS restriction next spring. 

Hazardous chemicals in packaging: the European Chemicals Agency (ECHA) launched a public consultation open until 28 October 2025 to prepare a report identifying substances of concern in packaging and mandated by the European Commission. 

Net Zero Industry Act (NZIA): The European Commission’s public consultation, open until 14 October, proposes minimum sustainability rules for public procurement under the Net Zero Industry Act. 

Plastics industries criticize tax increase: On 15 September, Plastics Europe, EuPC, and Petcore criticized the Commission’s plan to raise the tax on plastic waste from €0.80 to €1 in 2028. 

MEP Antonio Decaro runs for the regional elections in Italy: MEP Antonio Decaro, Italian Socialist and president of the European Parliament’s ENVI committee since June 2024, is running in the November regional elections in Apulia, Italy. If elected, he will resign as MEP, and a new committee president will need to be chosen.

New Dutch Environmental Ambassadors in BrusselsCarola van Rijnsoever joined Brussels in September as the Netherlands’ deputy permanent representative to the EU. 

New French Permanent Representative in Brussels: starting from 15 September, Carl Giesecke has joined France’s Permanent Representation to the EU as Industry and Innovation Advisor.
