Tensions have been fraught inside EU institutions as von der Leyen faced (and won) a vote of no confidence put forward by far-right parties. But though the centre and the left showed its support for the Commission President this time round, one question is on everyone’s lips, is this the beginning of the end for von der Leyen’s reign? 


Single-Use-Plastic beverage bottles (SUP): On 8 July, the Commission opened a consultation on common rules for calculating, verifying and reporting on recycled plastic content in single-use plastic beverage bottles. It will be open until 19 August. 

Public procurement: On 7 July, the IMCO Committee adopted by 34 votes in favour and 13 against its report on public procurement. You can find the compromise amendments here and the results of the roll-call votes here.

End-of-life Vehicles (ELV): On 7 July, the ENVI and IMCO Committees voted in favour (79 in favour, 27 against, 11 abstentions) of the adoption of the draft report on End-of-life vehicles Regulation. 

2040 Climate target: While many Member States welcomed the 2040 climate target, left-wing political groups expressed concerns over the use of international carbon credits.
On 9 July, the political group PfE secured the Rapporteur role on the file. The Greens, S&D, and Renew groups attempted to activate an emergency procedure to bypass the Rapporteur. However, the request was rejected in plenary by 379 MEPs. 

Taxonomy: On 4 July, the European Commission adopted the final version (and the annex) of its delegated act simplifying the reporting obligations related to taxonomy.

2025 Environmental Implementation Review: On 7 July, the European Commission published its 2025 Environmental Implementation Review

Guidance Manual for the Control of Transboundary Movements of Recoverable Wastes – 2025 Update: On 30 June, the OECD published its guidance manual for the control of transboundary movements of recoverable wastes. 

Chemicals Industry Action Plan: On 8 July, the Commission published its proposal for a Chemicals Industry Action Plan

Battery due diligence: On 10 July, during the plenary, the Parliament adopted the Commission’s proposal on battery due diligence policies without amendments. The next steps are the Council’s final adoption, signature of the act and the publication in the Official Journal of the EU.

Drinking Water Directive (DWD) – PFAS: The political group the Greens addressed a written question to the Commission to urge it to revise the Drinking Dater Directive in relation to PFAS. 

Commission Regulation on ECHA: On 8 July the Commission published its proposal for a Regulation on the European Chemicals Agency (ECHA.

Circular Economy Dialogue: On 2 July, the Circular Economy Dialogue took place with Teresa Ribera, Stéphane Séjourné and Jessika Roswall, which FEAD’s President, Claudia Mensi, participated to.

Commission recommendations on tax incentives to support the Clean Industrial Deal and in light of the Clean Industrial Deal State aid Framework: On 2 July, the European Commission published its recommendations to Member States on tax incentives to support the Clean Industrial Deal. 

OECD Environment at a Glance indicators: On 7 July, the OECD published the ‘Environment at a Glance indicators’. It is complemented by the Climate Action Dashboard.
