From a scrapped initiative to a promise of an upcoming European Strategy, and varous studies and letters flooding in on the topic, water resilience is back in! Apparently waste isn’t the only thing that can be recycled at the Commission.
But that’s not all; last week, the Environment Council gathered to dive into discussions on the environment and the Parliament’s environment committee will vote tonight on entering into interinstitutional negotiations on the Waste Framework Directive and the Soil Monitoring Law.

Commissioners-designate confirmation hearings: On 15 October, the dates, times and briefings for the confirmation hearings of the Commissioners-designate Stéphane Séjourné (12 November at 14:30), Teresa Ribera Rrodriguez (12 November at 18:30), Jessika Roswall (5 November at 14:30) and Dan Jørgensen (5 November at 14:30) were published by the Parliament. 

Waste Shipment Regulation: On 18 October, the Commission adopted two delagted acts, amending the current as well as the new Waste Shipment Regulation, in order to implement the 2022 Basel Convention e-waste amendments from 1 January 2025. The acts can be consulted in all 23 languages here for the act amending Regulation (EC) 1013/2006 and here for the act amending Regulation (EC) 2024/1157

Ambient Air quality Directive: On 14 October, the Council formally adopted the ambient air quality Directive. 

Classification, Labelling and Packaging of chemical substances (CLP): On 14 October, the Council adopted the regulation on the CLP. 

COP29: On 14 October, the Council approved conclusions that will serve as the EU’s negotiating position for COP29 from 11 November to 22 November. 

Green Claims Directive: The European Parliament published a briefing on the Green Claims Directive in preparation of the upcoming trilogue negotiations. 

List of Waste:  On 11 October, the Commission published a public consultation to revise the list of waste to address waste batteries and wastes from treating them.

Socio-Economic study on the value of the EU investing in water: In a study published on 14 October, the lobby Water Europe states that ‘reaching a zero-pollution status in our water bodies requires a major focus on water as part of the European Green Deal and the Zero Pollution Action Plan’. 

Commission aid schemes: The Commission has given the green light to two Luxembourg aid schemes totalling 520 million euros for decarbonisation. Both aid schemes will take the form of direct subsidies. 

Draghi report – NGO response: On 14 October, 18 environmental NGOs (including EEB, ClientEarth, LEGAMBIENTE, HEAL, chemsec and more), published a joint letter addressed to the Environment Council and the European Commission reacting to the Draghi report. 

Special Area of Conservation (SAC): On 17 October, EU Court of Justice clarified that Member States are not required to carry out an environmental assessment before designating SAC. 

Friends of Renewables Communiqué on Renewable Energy Directive III (REDIII): Twelve member states, who call themselves ‘Friends of Renewables’, advocating for a revision of the RED directive published a Communiqué on the 2050 climate neutrality target. 

Climate adaptation in the the EU – European Court of Auditors report: On 16 October, the European Court of Auditors published a report on climate adaption in the EU, explaining that it is not moving fast enough though the policy framework is solid. 

The global net-zero industrial race is on – report: On 14 October, the think tank Strategic Perspectives published a report on the net-zero technologies stating that the EU continues to attract investment in clean technologies, however, the gap between the EU and China is likely to continue to widen as Member States ‘introduce more restrictive budgets’.

Innovation Centre for Industrial Transformation and Emissions (INCITE): On 15 October, the first version of the INCITE information platform was launched. 

FEAD news: On 16-17 October, FEAD was present at ASEGRE’s Foro de los residuos industriales. FEAD President, Claudia Mensi, opened the event with a speech and FEAD Senior Legal and Policy Officer, Aizea Astor-Hoschen,participated to a panel on Waste Shipments. 
On 17 October, FEAD’s Environmental and Technical Officer, Rafael Basciano, participated to VALIPAC’s workshop on C&I packaging
