October isn’t done keeping Brussels busy, while recyclers are preparing to face Commissioner Jessika Roswall to tackle Europe’s plastic crisis, the Commission itself is already looking into the future with the adoption of its work programme.
Commission meeting with plastic value chain: Commissioner Jessika Roswall will receive the plastic value chain, including recyclers on 29 October to discuss the plastic recycling crisis in Europe. FEAD will take part to the roundtable.
Commission work programme: On 21 October, the European Commission adopted its work programme for 2026.
Advanced Materials Act: The European Commission has published on 21 October a public consultation for the Advanced Materials Act, which will put forward measures to achieve open strategic autonomy on advanced materials.
Clean Industrial Deal (CID): On 16 October, FEAD signed a joint statement addressed to Members of the European Council, European Commission and European Parliament calling for an effective implementation of the CID.
CBAM simplification: The EU’s simplification of CBAM, was published in the EU official journal on 17 October and entered into force three days later.
23 October Council conclusions: On 23 October, EU leaders agreed conclusions on competitiveness and twin transition.
Carbon Market: On 22 October, the European Securities and Markets Authority (ESMA), the EU financial market regulator and supervisor, has published its annual market report on EU carbon markets.
Soil Monitoring Law (SML): On 23 October, the Parliament adopted in plenary the provisional political agreement on soil monitoring law.
Chemical Labelling and Packaging (CLP): On 23 October, MEPs adopted in plenary the proposal to postpone the application of several provisions of the CLP regulation until 2028.
Ship recycling: On 20 October, the European Commission published two public consultations on ship recycling opened until 17 November. The first one aims to update the format of the ready for recycling certificate, delivered under the EU Ship Recycling Regulation to ships destined to be recycled. The second one aims to update the format of the certificate on the inventory of hazardous materials delivered to ships under the EU Ship Recycling Regulation.
COP30: On 23 October, MEPs meeting in Strasbourg agreed on a resolution setting out their priorities for COP30.
One substance, one assessment: On 21 October, MEPs adopted the agreement reached during trilogues on the legislative package ‘One substance, one assessment’.
ENVI Council of 21 October: On 21 October, the Council of the EU held an Environment Council where they approved Council conclusions on the preparations for the 2025 UN climate change conference (COP30),adopted conclusions on the European water resilience strategy and exchanged views on the European ocean pact.
The Netherlands waste tax – Roswall answer: On 9 October, Commissioner Roswall answered a written question on the waste tax in the Netherlands.
E-Cigarettes: On 17 October, European Commissioner for Health and Animal Welfare, Mr Várhelyi, gave an answer to a written questions on behalf of the European Commission on the dangers of e-cigarettes.
Europe green energy transition: Europe can lower electricity prices and increase its competitiveness by embracing renewables, but political ‘uncertainty’ over the green transition is blocking investment, European Central Bank (ECB) President Christine Lagarde said in a speech given in Oslo on 21 October.
